cap and trade is a nightmarish idea which aims to stop economic growth. Control of CO2 is kind of interference into free market, which is based on free competition on an equal basis. This idea rely on financial penalty just only for company existence. That's why in the long run "cap and trade" will bring the same problems as in case of price of oil manipulation and cause the crisis as we have today.
